Scope of Role
As a Turnover Manager you are responsible for planning, coordinating, and executing the system turnover process from construction to commissioning and qualification (CQV), ensuring all documentation, inspections, and quality records are complete and compliant with GMP and project requirements. This role is critical for achieving mechanical completion, system readiness, and Right[1]First-Time turnover packages.
Responsibilities of the Role:
Turnover Strategy & Planning
Develop and implement the Turnover Execution Plan aligned with project schedule and client strategy. Establish ITR (Inspection Test Record) completion strategy with QA Manager, document flow, and progressive turnover approach.
Documentation Management
Ensure all ITRs, ITPs, weld logs, test packs, redlines, and as-builts are collected progressively by the Quality Engineers (CTOP).Monitor traceability of materials, welds, and test results within turnover dossiers. Verify completeness and accuracy of Construction Turnover Packages (CTOPs) before handover to client.
Coordination & Communication
Act as the primary interface between Construction, QA/QC, and Client QA for turnover[1]related activities. Manage and assign systems to Turnover Engineers and Quality Engineers (Line Walker) as required. Chair weekly turnover meetings to track progress, resolve blockers, and align priorities. Communicate turnover status and risks to project leadership.
System Readiness & Walkdowns
Coordinate system walkdowns with Construction, QA/QC, and client QA teams. Manage W1, W2, W3 punch list process, ensuring timely closure of critical items. Confirm systems meet mechanical completion criteria before turnover.
Quality & Compliance
Ensure turnover documentation meets GMP requirements and client standards. Validate that all NCRs and deviations are closed or dispositioned before system handover. Support audit readiness for turnover documentation.
Digital Tools & Reporting
Utilise digital turnover management systems (e.g., EIDA, ACC, Power Bi) for document control and status tracking. Maintain dashboards and KPIs for turnover progress (e.g., % ITR completion, dossier RFT rate, system readiness). Provide weekly/monthly turnover reports to project leadership.
Risk Management
Identify and mitigate risks impacting turnover readiness (e.g., incomplete documentation, delayed inspections). Implement contingency plans for critical path systems. 8. Final Handover. Deliver Right-First-Time turnover packages to client for CQV readiness. Ensure as-built drawings and redlines are verified and approved. Support regulatory inspection readiness for turnover documentation
Essential Criteria for the Role:
- Mechanical qualification – Either Degree or Trade background
- Strong knowledge of GMP, construction quality processes, and CQV requirements.
- Experience in system turnover management on pharmaceutical or regulated projects.
- Familiarity with digital turnover tools and document control systems.
- Excellent organisational and communication skills.
- Ability to manage multiple stakeholders and drive deadline
