Scope of the Role:
As the OSM manager you are the owner of all off site manufacturing/assembly in support of Data Centre projects.
Your tasks can be broadly broken into Three major phases for each project:
- OSM Scope and Schedule development via constructability reviews with project teams (including construction).
- Fabrication sites identification and set up and development.
- Fabrication; staging and shipping of all off site manufactured elements.
During phase 1, you will work with the Central Engineering team and wider project team to identify OSM and fabrication scope for the project. The scope will be developed via a series of constructability workshops which will be facilitated by Central Engineering and OSM manager.
All OSM opportunities will be identified and allocated to specific OSM work packs.
Module boundary extents will be documented and tracked on project OSM register.
During phase 2, you will work with the CE team, PM, Commercial and Logistics teams to allocate the OSM/fabrication scope to specific fabrication facilities, ensuring a clear span of control is documented for each scope (design, procurement, material control, logistics etc.)
You will be supported by the Quality department to ensure all relevant quality documentation (internal & subcontractor) is in place to execute required scope.
You will set up facilities/ensure existing facilities are adequate in terms of:
- Capacity to manage allocated scope (based on current work in hand).
- Required space & equipment.
- Staffing (both trades and prelims).
- Management process flows & procedures, including implementation of any Mercury required standard process flows.
- Set up of Quality and Lean programs.
During Phase 3 of each project, you will manage and report progress on all the fabrication/OSM scopes, staging and shipping of OSM solutions for Data Centre projects.
You will document all OSM carryover works to ensure adequate completion of OSMs prior shipping to site.
You will also include progress reporting of the fabrication at our Schoenbeck facility (Germany) in your portfolio.
Key Responsibilities of the Role:
- Develop and implement Mercury's off-site manufacturing and modularisation strategy across all projects and regions.
- Identify opportunities for prefabrication, modular construction, and assembly optimisation during design development.
- Establish standardised OSM design requirements, technical specifications, and manufacturing best practices.
- Provide technical governance and design assurance for all major off-site manufactured assemblies and modules.
- Coordinate with project, design, procurement, and package teams to ensure OSM solutions are fully integrated into project delivery strategies.
- Review project designs to maximise standardisation, repeatability, and manufacturing efficiency.
- Support early-stage constructability reviews, ensuring designs are optimised for factory manufacture and site installation.
- Develop and maintain preferred OSM supplier and fabrication partner relationships.
- Monitor manufacturing quality, productivity, and delivery performance across fabrication facilities.
- Establish quality control requirements, inspection processes, and factory acceptance testing (FAT) standards.
- Lead technical reviews of fabrication drawings, manufacturing methodologies, and assembly procedures.
- Drive continuous improvement initiatives using lessons learned from completed projects.
- Support localisation requirements and regional compliance considerations for manufactured assemblies.
- Coordinate logistics, transportation, lifting, and installation considerations during the design and manufacturing phases.
- Ensure alignment between OSM strategy, project schedules, procurement programmes, and site delivery requirements.
- Develop key performance indicators (KPIs) to measure OSM adoption, cost savings, quality improvements, and schedule benefits.
- Support value engineering initiatives through increased modularisation and standardisation.
- Provide technical guidance and mentoring to project teams on off-site manufacturing opportunities and constraints.
- Review emerging manufacturing technologies and digital tools that could enhance project delivery.
- Act as the central interface between engineering, supply chain, operations, and manufacturing partners.
- Drive the capture and dissemination of lessons learned to continuously improve future OSM and modular delivery solutions.
Essential Criteria for the Role:
The successful candidate will be able to demonstrate a clear understanding of all aspects of the delivery of large, high quality construction projects. This person will show a track record of delivering on such projects and be able to describe in detail how they lead the team to deliver these results.
With greater than 10 years relevant experience, it is preferred that this person have a primary or master’s degree in engineering or proven experience in a previous OSM Manager role. This person must also be able to show a keen understanding of strategic planning and tactical execution
