The position will play a critical role in ensuring Mercury obtains ongoing assurance that third-party labour suppliers—including labour agencies and independent consultants—operate in line with labour and tax requirements across all jurisdictions in which the company operates. This role will lead the development and execution of a global monitoring programme to support alignment with local legislation, international labour standards, and Mercury’s internal policies.
Key Responsibilities of the Role:
- Partner with Legal and Tax to design, enhance, and lead a comprehensive monitoring programme for labour agencies and other third-party labour suppliers across all Mercury jurisdictions.
- Conduct monitoring activities to provide assurance of alignment with local labour laws, tax regulations, and international standards.
- Define monitoring cadence, coverage, and evidence requirements (including sampling approach), and perform periodic desk-based and/or onsite reviews to validate supplier adherence.
- Evaluate company set-ups in each jurisdiction to help provide assurance over proper registration, licensing, and tax requirements.
- Assess employee/employer relationships and the use of freelancers to prevent misclassification and ensure fair treatment.
- Verify that agency-supplied workers have written contracts, receive equal treatment, and are covered by appropriate benefits and protections.
- Collaborate with Tax, Legal, Risk & Assurance teams to implement corrective actions and strengthen governance, controls, and remediation tracking.
- Maintain a labour supplier risk register, track remediation actions to closure, and report status, themes, and emerging risks to senior management.
- Maintain clear monitoring records and supporting evidence and produce periodic reports for senior management.
- Stay abreast of changes in international and local labour and tax laws, updating monitoring frameworks accordingly.
- Provide guidance to internal stakeholders on labour assurance best practices.
- Support due diligence processes for onboarding new labour suppliers.
Essential Criteria
- Experience monitoring labour agencies or managing third-party workforce assurance
- Degree (or equivalent experience) in HR, Law, Business, Risk, or a related discipline
- Proven ability to develop and implement monitoring frameworks and assurance programmes
- Ability to triage issues, recommend remediation, and escalate material risks in line with governance expectations
- Strong stakeholder management skills, with the ability to influence internal teams and external suppliers to deliver assurance outcomes
- Demonstrated experience preparing clear written reports, maintaining evidence, and presenting findings and recommendations to senior stakeholders
- Comfort working with data (e.g., Excel) to identify trends, exceptions, and emerging risks within labour supplier populations
- Ability to handle sensitive information with discretion, applying sound judgement, integrity, and objectivity
- Ability to manage multiple priorities across jurisdictions, meeting deadlines in a fast-paced environment
- Willingness to travel internationally as required
Desirable Criteria
- Experience supporting assurance activities in a multinational environment
- Professional certifications or training (e.g., CIPD, employment law qualification, ethical labour/modern slavery due diligence, third-party risk)
- Experience with labour supply chain assurance frameworks
- Knowledge of cross-border contingent worker tax and payroll risk considerations
- Experience with assurance data analytics or monitoring software tools
