Scope of Role:
The Change Programme Manager plays a central role in ensuring Mercury’s change initiatives are governed, prioritised, planned and delivered in a consistent, risk-aware and strategically aligned manner. This role combines project delivery experience with strong organisation, coordination and governance capability, acting as the operational backbone of change.
In addition, the Change Programme Manager will help establish and mature project governance frameworks and templates and embed these in change initiative delivery aligned to PMBOK. This role will involve people management of both experienced and entry level project managers and is suited to an experienced project manager seeking to step into a more senior management role.
Key Responsibilities of the Role:
- Change Initiative Delivery Framework
- Maintain and enhance Mercury’s project delivery frameworks, aligned to PMBOK, including templates, playbooks, guidance and governance processes.
- Establish standard planning, reporting and documentation disciplines across the portfolio.
- Lead improvement initiatives to streamline governance, increase visibility and support decision-making.
- Develop groupwide Community of Practice
- Governance & Change Control
- Validate with Finance and manage budget release across the change portfolio
- Ensure adherence to the Mercury Change Framework across initiatives.
- Maintain a consistent decision trail, including conditions, rationales and follow‑ups.
- Escalate classification, risk, scope or alignment concerns to the Head of Change Management.
- Coordinate documentation standards (Business Cases, impact assessments, RAID, readiness etc).
- Portfolio Management & Reporting
- Determine project delivery teams’ resource requirements for successful delivery and work with business leaders to obtain resource commitments
- Conduct detailed review and sign off of all project plans and project charters during initiation phase
- Maintain a real‑time view of the change portfolio including impacts, dependencies, capacity constraints and risk posture.
- Conduct frequent health checks aligned to agreed tolerances
- Develop standard KPIs and OKRs
- Produce portfolio dashboards, status reports and executive summaries.
- Identify collisions, bottlenecks and resource conflicts across initiatives.
- Support prioritisation and decision-making through structured, data-driven insights.
- Coordinate portfolio reviews with Change Committee and/or SLT as required.
- Project Delivery Support & Oversight
- Assign appropriate change project managers to deliver change initiatives which have obtained approval to proceed
- Provide oversight and coaching to all change project managers (both direct and indirect reports)
- Ensure change project managers follow consistent standards across planning, RAID, reporting and stakeholder engagement.
- Delivery of key initiatives where required, particularly during peak workload.
- Track progress of project milestones and escalate delays or risks early.
- Stakeholder & Cross-Functional Engagement
- Partner with Technology, HR, Data Operations, Finance/Commercial, and other business units.
- Support initiative sponsors with governance preparation and quality assurance.
- Support key stakeholders as required in creation of business cases
- Facilitate workshops, planning sessions and cross-functional alignment meetings.
- Ensure business readiness, sequencing and operational capacity are considered across all initiatives.
- Risk, Compliance & Quality Assurance
- Monitor risks, issues and interdependencies across the portfolio.
- Formalise change initiative risk management aligned to corporate standards
- Ensure regulatory, compliance, security and policy implications are identified and addressed.
- Perform quality checks on project artefacts and governance pack submissions.
- Support retrospective reviews and Lessons Learned activities.
- People Management & Coaching
- Manage performance of direct reports
- Identify resourcing requirements and coordinate recruitment activities
- Provide training and onboarding to new project managers
- Develop appropriate development learning pathways
Key Competencies:
- Excellent organisational, analytical and communication skills.

- Strong documentation, planning and RAID management capability.
- Ability to manage multiple stakeholders and address conflict effectively
Essential Criteria for the Role:
- Minimum 7 years’ experience in project management, PMO, or transformation delivery.
- Formal project management qualification
- Experienced in PMBOK
- Demonstrated experience delivering non‑construction business, digital or transformation projects.
- Strong understanding of project delivery methodologies (Waterfall/Hybrid/Agile).
- Experience preparing materials for governance forums (Steering Committees, Change Boards, Portfolio Boards).
- Experience managing or coordinating multiple initiatives simultaneously.
- Ability to coach junior PMs and analysts with empathy and direction.
Desirable Criteria:
- Experience with ERP or digital implementations.
- Experience in a fast‑paced, growing organisation.
- Exposure to portfolio management or enterprise PMO.
